Senate Passes ₦1.78trn FCT 2025 Budget Request for Second Reading…The Nigerian Senate has approved President Bola Ahmed Tinubu’s ₦1.78 trillion 2025 budget proposal for the Federal Capital Territory (FCT) for second reading, signaling a strong legislative backing for the administration’s financial plan to drive infrastructural development and enhance public services in Abuja.

The budget, which represents a significant increase from the 2024 allocation, was introduced with a focus on expanding the capital’s infrastructure, strengthening security, improving social services, and fostering economic growth.

Leading the debate during the plenary session was Senate Leader Opeyemi Bamidele, who emphasized the strategic importance of the proposed spending for the FCT. He noted that the budget aligns with the administration’s Renewed Hope Agenda and reflects a serious effort to address both long-standing and emerging challenges in the capital territory. Bamidele stated that the ₦1.78 trillion figure, while substantial, was necessary given the capital’s rapid expansion and the growing demand for essential services and modern infrastructure. He pointed out that the funds would be directed toward high-impact projects that will benefit residents and position Abuja for long-term growth.

Senators across party lines largely expressed support for the bill, noting its broad-based developmental approach. Deputy Senate President Barau Jibrin highlighted the emphasis on security in the budget, noting that a large portion of the proposed expenditure would be dedicated to strengthening safety and law enforcement. He commended the executive arm for giving priority to this area, especially considering the importance of maintaining peace and order in the seat of government. According to Jibrin, economic development and investment opportunities can only thrive in an environment where people and businesses feel secure.

Several lawmakers also drew attention to the budget’s allocations for education, health, and public utilities. These sectors, they argued, are critical pillars for building human capital and improving the overall quality of life in the FCT. Senators applauded the inclusion of funding for the rehabilitation and expansion of schools, hospitals, roads, and other basic infrastructure, stating that such investments are overdue given the rising population and pressure on public services. There was also praise for provisions aimed at enhancing urban transportation and environmental sustainability through better waste management and green initiatives.

The Senate President, Godswill Akpabio, presided over the session and after the deliberations, put the budget proposal to a voice vote. The approval was nearly unanimous, reflecting the general consensus within the Senate that the capital territory requires urgent and strategic investments to meet its growing needs. Akpabio directed that the appropriation bill be forwarded to the Senate Committee on Appropriations for detailed scrutiny. The committee has been given a four-week timeframe to conduct a clause-by-clause review, engage relevant stakeholders, and present a report to the full Senate for consideration ahead of the final passage.

Lawmakers underscored the importance of timely passage of the FCT budget, noting that delays in previous years have hampered project implementation and slowed progress in key sectors. They called on the committee to ensure a transparent and inclusive process during its review, while urging all relevant ministries and agencies to cooperate fully by providing necessary documentation and justifications for their budgetary requests.

The approval of the ₦1.78 trillion budget for second reading marks a significant step in the 2025 fiscal planning process for the Federal Capital Territory. As the legislative process continues, there is cautious optimism that the final budget will reflect the priorities of the people and provide the financial framework needed to deliver improved infrastructure, better public services, and enhanced quality of life for residents. The debate has also reinforced the broader national discourse around decentralizing development and ensuring that Abuja, as the seat of power, is adequately equipped to function as a modern capital city.
